SHAPE is looking for a Principal Assistant to manage the Outreach Budget under the supervision of the Finance Officer.
General Background:
SHAPE, the Supreme Headquarters Allied Powers Europe, is the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).
ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey.
This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people.

SHAPE is the strategic level command responsible for the planning, preparation, conduct and execution of NATO operations, missions, activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance.
Partnership Directorate (PD) enhances Military Cooperation (MilCoop) with Partner nations, International Organisations (IO) and Host Nations (HN).
COORDSUP office consolidates all support functions.
The Seat Allocation Process (SAP) Budget Manager is responsible for the management of the budget in coordination with ACT and in close coordination with the divisions.
PRincipal Duties
The incumbent's duties are:
1.
Acts as the primary Staff Officer for all resource, programme and product management related to SAP (courses).
2.
The SAP Budget Manager is interacting with HQSACT and ACT controlled institutions to ensure the proper and requested level of coordination. He/she has to facilitate cooperation among PD, other NATO entities and Partner Nations' MoDs taking the need actions to achieve the expected results in terms of cost effective support. He/she has to cooperate strictly with the training coordinators (Country Engagement Team) on a daily basis in order to optimize the available resources and avoid loss of seats in courses.

Coordinates all activities of resource management within PD including fund managers of the course providers.
4.
Is responsible for development, preparation and submission of the contribution to the PD Consolidated Resource Proposal (CRP). Performs financial analysis of financial records and makes recommendations on execution of SAP budget. Maintains SAP spending plan and provides regular (monthly & quarterly) financial analysis and in year forecasting.
5.
Provides technical and functional support on military partnerships resource issues.
6.
Provides inputs to partnership financial guidance and procedures.
7.
Coordinates with ACO Partnership Budget Manager and SHAPE J8 on Military Cooperation budget matters.
8.
Serves as advisor and enduring knowledge in the development preparation and execution of military partnerships contracts including MOU & MOA.
9.
Serves as PD coordinator for Education and Training entities. Ensures PD payments and receipts are in accordance with the terms of the contracts and agreements.
10.
Manages all financial support for the (annual) Seat Allocation Process (SAP) execution in support of the Partnership Cooperation Menu (PCM) by Nation.
11.
Advises the ACO Partnership Budget Manager on the state of the Partnership Outreach Budget as required.
12.
Coordinates with Partner Capital Ministry of Defence (MOD) staff to ensure the most effective financial support for Partnership Goals.
Special Requirements and Additional Duties
In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). Additionally, the incumbent may also be reassigned as directed by Chief of Staff for up to 180 days (and where necessary in excess of 180 days with the agreement of the incumbent).
The incumbent may be required to undertake TDY both within and outside NATO’s boundaries.
The work is normally performed in a Normal NATO office working environment.

Essential Qualifications
A.
Professional/Experience
1.
Minimum 3 years of professional experience in related financial management.
2.
Minimum 3 years experience with accounting and financial management tools.
3.
Minimum 3 years budget forecasting and financial projections.
4.
Minimum 2 years of experience with execution of financial commitments across multiple levels of authority.
B.
Education/Training
Higher Secondary education and completed higher vocational training in library, information science, management information systems, computer science or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
C.
Language
English - SLP 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications

Professional Experience
1.
Experience in the execution of financial management and the application of NATO Financial Management Software.
2.
Multinational staff experience in planning and coordination.
3.
Experience in the NATO Command Structure.

Recognized accounting and/or financial management certifications.

A.
Personal Attributes
The incumbent will train, develop and indoctrinate new Military staff therefore excellent communication and leadership skills. He/she should have the ability to cooperate in a team environment with a view to passing on skills and knowledge. Tact and diplomacy will be essential in supporting the teaching/mentorship processes.
The incumbent should possess enhanced interpersonal skills to establish effective and efficient coordination links, diffuse conflict and reduce tension. The education and inculcation of new staff to non-traditional military responsibilities can be challenging.
B.
Professional Contacts
The SAP Budget Manager is daily interacting with ACT HQ and ACT subordinate formations to ensure the proper and requested level of coordination. The Manager must facilitate cooperation among PO, other NATO entities and Partner Nations' MoDs taking the actions necessary to achieve the expected results in terms of cost effective support. Cooperation with the training coordinator (Engagement Partners Team) is fundamental to optimise the available resources and avoid lost opportunities.

Contribution To Objectives
The SAP Budget Manager is a critical figure to the execution of the annual Partnership Seat Allocation Process for Education which represents one of the six core tasks for DCOS PD.
This post reports to Financial Officer - OF-4.
There are no reporting responsibilities.
